Italian Payslip Explained: Understanding Your Busta Paga

The Italian payslip (busta paga) is notoriously complex. With dozens of line items covering base salary, overtime, deductions, bonuses, and tax withholdings, it can be overwhelming. This guide breaks down each section so you can understand exactly where your money goes.

Section 1: Header Information

The top of your busta paga contains essential identification data:

  • Employer details: Company name, fiscal code (codice fiscale), INPS registration number, and INAIL position number
  • Employee details: Your name, codice fiscale, date of hire, job level (livello), and applicable CCNL
  • Pay period: The month and year the payslip covers
  • Your CCNL level (e.g., Commercio Livello 3) determines your minimum base salary (minimo tabellare)

Section 2: Earnings (Competenze)

This section lists all the components of your gross pay:

  • Paga base / Minimo tabellare: The minimum salary set by your CCNL for your level
  • Contingenza: A historical cost-of-living adjustment, now frozen but still listed
  • Superminimo: Any additional pay above the CCNL minimum, negotiated individually
  • Scatti di anzianita: Seniority increases, typically awarded every 2-3 years
  • Straordinario: Overtime pay with the applicable premium (25-50% above base rate)
  • Indennita: Various allowances (shift work, travel, meals, etc.)

Section 3: Deductions (Trattenute)

The deductions section shows what is subtracted from your gross pay:

  • Contributi INPS (c/dipendente): Your 9.19% social security contribution. This is the largest pre-tax deduction and reduces your IRPEF taxable income.
  • IRPEF: Monthly withholding of income tax, calculated cumulatively throughout the year. Your employer acts as "sostituto d'imposta" and pays this directly to the tax authorities.
  • Addizionale regionale: Withheld in 11 monthly installments from January to November, based on the prior year's liability.
  • Addizionale comunale: Split between a saldo (settlement of prior year) and acconto (advance for current year).

Section 4: Summary and Net Pay

The bottom of the busta paga shows:

  • Imponibile IRPEF: Your taxable income for IRPEF purposes (gross pay minus INPS)
  • Imponibile INPS: The base on which INPS contributions are calculated
  • Netto in busta: Your actual take-home pay — this is what hits your bank account
  • TFR accrued: The amount of severance pay set aside this month (usually shown as a memo item)

Special Payslip Items

  • Tredicesima: The 13th month salary, typically paid in December. It appears as a separate payslip or a large addition to December's pay.
  • Quattordicesima: A 14th month payment in some CCNLs (e.g., Commercio), usually paid in July.
  • Buoni pasto: Meal vouchers are typically shown but not taxed up to €8/day (electronic) or €4/day (paper).
  • Bonus IRPEF / Trattamento integrativo: The €100/month IRPEF bonus for lower incomes (up to €15,000).

Red Flags to Watch For

  • Verify your CCNL level matches your actual role and responsibilities
  • Check that overtime hours are correctly reported and compensated
  • Ensure superminimo assorbibile vs non assorbibile is correctly classified
  • Confirm all INPS contributions match the rates for your contract type
