Housing Assistance Payment (HAP)
HAP is a form of social housing support paid by local authorities directly to landlords on behalf of qualifying tenants. The tenant pays a differential rent to the local authority based on their income. HAP limits vary by local authority area and household size.
Differential rent
You pay a weekly rent contribution to the local authority based on your household income. This is typically around 15% of assessable income, but the exact calculation varies between local authorities. The balance up to the HAP limit is paid directly to the landlord.
Top-up payments
If your rent exceeds the HAP limit for your area, you may need to pay the difference (top-up) directly to the landlord. Note that some local authorities allow discretion to increase the HAP limit by up to 20% in certain circumstances.

What is the Housing Assistance Payment?
HAP is a social housing support paid by your local authority directly to your landlord. It helps people who qualify for social housing but are renting privately. Your local authority pays the landlord up to the HAP limit for your area, and you pay a weekly rent contribution to the local authority based on your income. It replaced Rent Supplement for most new applicants.
Who qualifies for HAP?
You must be on your local authority’s social housing waiting list or qualify for social housing support. You must have a long-term housing need and be able to find private rented accommodation within the HAP rent limits. Most people on low incomes, jobseeker payments, or working on low wages qualify. Your local authority does a means test based on household income.
How much does HAP cover?
HAP rent limits vary by local authority and household size. For example, in Dublin a single person can get up to €660 per month, while a couple with 3 children can get up to €1,250 per month. Outside Dublin, limits are lower. If your rent is higher than the limit, you may get a discretionary top-up of up to 35% above the standard limit in some areas.
How much rent do I pay under HAP?
You pay a weekly differential rent to your local authority based on your income, not the full market rent. The minimum contribution is typically around €28 per week for a single person on a social welfare payment. If you are working and earn more, your contribution increases but is still much less than the full rent. The exact amount depends on your local authority’s rent scheme.
Can I work and still keep HAP?
Yes. One big advantage of HAP over the old Rent Supplement system is that there is no employment trap. You can work full-time and keep your HAP payment. Your rent contribution to the local authority increases as your income rises, but you will not lose the support entirely. This makes it much easier to take up employment without losing your housing support.
How do I apply for HAP?
First, make sure you are on your local authority’s social housing waiting list. Then find a property within the HAP rent limits. Your landlord must agree to the HAP scheme and pass a property inspection. Fill in the HAP application form with your local authority. The process can take 2 to 4 weeks. Your landlord will be paid directly by the local authority once approved.
Does HAP affect my other social welfare payments?
No. HAP does not reduce your social welfare payments. It is a separate housing support that works alongside your existing payments like Jobseeker’s Allowance, Working Family Payment, or Disability Allowance. However, if you were getting Rent Supplement, you cannot get both at the same time — you transfer to HAP instead.
Can my landlord refuse to accept HAP tenants?
No. Under the Equal Status Acts, a landlord cannot refuse to rent to you because you are getting HAP or any other social welfare payment. This is a form of discrimination. If you believe a landlord has refused you because of HAP, you can make a complaint to the Workplace Relations Commission (WRC).
