Everything you need to know about the Canadian Dental Care Plan

The CDCP is a federal program that provides dental coverage to Canadian residents who do not have access to private dental insurance. It covers a range of dental services including preventive care, diagnostic services, restorative services, endodontic and periodontic services, prosthodontic services, and oral surgery. The program is administered by Sun Life and has been rolling out in phases since 2024.
To be eligible, you must be a Canadian resident, have filed your most recent tax return, have an adjusted family net income under $90,000, and not have access to private dental insurance (including through a spouse, parent, or employer). If you have partial private coverage, you may still be eligible for the CDCP to cover services not included in your private plan.
The CDCP has three tiers based on adjusted family net income: Under $70,000 - no co-pay (full coverage). $70,000 to $79,999 - 40% co-pay (plan covers 60%). $80,000 to $89,999 - 60% co-pay (plan covers 40%). Families with income of $90,000 or above are not eligible. These thresholds are based on the most recent tax year income.
The CDCP covers preventive services (cleanings, fluoride, sealants), diagnostic services (exams, X-rays), restorative services (fillings, crowns), endodontic services (root canals), periodontic services (gum treatment), prosthodontic services (dentures, bridges), and oral surgery (extractions). Some specialized services may have limitations. Cosmetic procedures are generally not covered.
The CDCP is administered by Sun Life on behalf of the Government of Canada. Eligible Canadians receive a member card and can visit any participating oral health provider. The provider bills Sun Life directly for covered services. You pay any applicable co-pay at the time of service. You can find participating providers through the Sun Life member portal.
Application is being done in phases. Seniors 65+ were the first group enrolled, followed by those aged 18-64 with valid DTC certificates, children under 18, and people receiving other disability benefits. You can apply online through the Government of Canada website or by calling 1-833-537-4342. You will need your Social Insurance Number, date of birth, and tax filing information.
The CDCP has been rolling out in phases: Phase 1 (May 2024) - seniors 87+. Phase 2 (June 2024) - seniors 77-86. Phase 3 (June 2024) - seniors 72-76. Phase 4 (June 2024) - seniors 70-71. Phase 5 (June 2024) - seniors 65-69. Phase 6 (2024-2025) - persons with DTC, children under 18, and remaining eligible adults. All eligible Canadians are expected to have access by 2025.

What is the Canadian Dental Care Plan?

The Canadian Dental Care Plan (CDCP) is a federal program that helps eligible Canadians pay for dental care. It covers a range of services including check-ups, cleanings, x-rays, fillings, extractions, dentures, and some specialty treatments. The program is being rolled out in stages, starting with seniors and expanding to all eligible Canadians.

Who is eligible for the dental benefit?

To qualify, you must be a Canadian resident, have an adjusted family net income under $90,000, file your tax return, and not have access to private dental insurance. If your family income is under $70,000, you pay nothing for covered services. Between $70,000 and $79,999, there is a co-payment of about 40%. Between $80,000 and $89,999, the co-payment is about 60%.

What services are covered?

The CDCP covers preventive services (exams, cleanings, fluoride, sealants), restorative services (fillings, crowns, root canals), prosthodontic services (dentures, bridges), periodontal services (deep cleanings, gum treatment), and oral surgery (extractions, biopsies). Cosmetic procedures like teeth whitening are not covered.

How do you apply for the dental benefit?

You apply through Service Canada. Eligible Canadians receive a letter from the government inviting them to apply. You can apply online, by phone, or in person at a Service Canada office. Once approved, you receive a member card from Sun Life, the program administrator, which you present to your dentist at each visit.

Does the CDCP replace private dental insurance?

No. The CDCP is designed for people who do not already have dental insurance. If you have private coverage through your employer or another plan, you are not eligible for the CDCP. If you lose your private coverage, you can then apply for the CDCP. The program is meant to fill the gap, not replace existing coverage.

What about the interim Canada Dental Benefit for children?

Before the full CDCP launched, the government offered an interim benefit of up to $650 per child per year for families with income under $90,000 and no private dental insurance. This interim benefit has now been replaced by the full CDCP program, which covers children as well as adults.

How do you find a participating dentist?

Not all dentists participate in the CDCP. Sun Life maintains a list of participating providers on their website. You can search by postal code to find dentists near you who accept the CDCP card. If your current dentist does not participate, you may need to find a new provider for services covered under the plan.
