BEE Classification by Company Size

Qualifying Small Enterprises (QSEs)
Companies with annual turnover between R10 million and R50 million. QSEs use a simplified scorecard and must be verified by an approved BEE verification agency. Verification costs typically range from R15,000 to R35,000.
Generic Enterprises
Companies with turnover above R50 million. These entities are measured on the full generic BEE scorecard and must be verified by a SANAS-accredited agency. Verification costs range from R50,000 to R150,000 depending on company complexity.
Elements of the BEE Scorecard
The generic scorecard has five elements, each with associated costs:
Ownership (25 points)
Achieving ownership targets often involves selling equity to black shareholders or creating employee ownership schemes. The cost varies enormously — from minimal (if founders already qualify) to millions (for equity transactions). Many companies use vendor financing or trust structures.
Management Control (19 points)
Measured by the representation of black people in senior management and board positions. The cost is primarily in recruitment and potentially executive remuneration adjustments.
Skills Development (25 points)
Companies must spend a percentage of payroll on training black employees and people with disabilities. The target is typically 6% of payroll for maximum points. A company with a R5 million monthly payroll would target R300,000 per month in skills development spend.
Enterprise and Supplier Development (44 points)
This is the largest scorecard element and includes preferential procurement from BEE-compliant suppliers, supplier development contributions (typically 2% of net profit after tax), and enterprise development contributions (typically 1% of net profit after tax).
Socio-Economic Development (5 points)
Companies should contribute 1% of net profit after tax to socio-economic development initiatives that benefit black people.

For a medium-sized enterprise with R20 million turnover and 50 employees, typical annual BEE costs include:

- BEE consulting: R30,000 to R80,000
- Skills development: R200,000 to R500,000 (depending on payroll)
- Enterprise/supplier development: R100,000 to R300,000
- Socio-economic development: R50,000 to R100,000
- Administration and compliance management: R50,000 to R100,000
