The Total Debt Servicing Ratio is a rule set by the Monetary Authority of Singapore. It limits all your monthly debt payments to 55% of your gross monthly income. This stops people from taking on more debt than they can manage.
The Mortgage Servicing Ratio caps your HDB loan repayment at 30% of gross monthly income. This is stricter than TDSR and only applies to HDB flat purchases with an HDB loan.
Yes, you can use CPF savings for the down payment. For bank loans, at least 5% must be in cash and the rest can come from CPF. For HDB loans, you can use CPF for the full down payment.
