Key components of employer costs in Singapore
Central Provident Fund (CPF)
CPF is a mandatory savings scheme for Singapore Citizens and Permanent Residents. Employers contribute up to 17% of an employee's wages (for those aged 55 and below). The contribution rate decreases with age. CPF contributions are capped at the Ordinary Wage ceiling of $6,800 per month.
Skills Development Levy (SDL)
SDL is payable by all employers for every employee in Singapore, including foreign workers. The levy is 0.25% of the employee's monthly remuneration, with a minimum of $2 and a maximum of $11.25 per month (on the first $4,500). SDL funds are channelled to SkillsFuture Singapore to support workforce upgrading.
Foreign Worker Levy (FWL)
FWL is a monthly levy employers must pay for each Work Permit or S Pass holder. The levy amount varies based on the worker's qualifications, the sector, and the employer's dependency ratio. FWL is designed to regulate the demand for foreign workers in Singapore.
