Everything you need to know about Intrastat thresholds and reporting obligations
What is Intrastat?
Intrastat is a system for collecting statistics on the movement of goods between EU member states and Northern Ireland. If your business trades goods with the EU via Northern Ireland and exceeds the relevant threshold, you must submit monthly Intrastat declarations to HMRC detailing the goods traded, their value, and country of origin or destination.
What is the dispatch threshold?
The Intrastat dispatch threshold is £250,000 per calendar year. If your total value of goods dispatched (exported) to EU member states exceeds this amount, you must submit monthly Intrastat Supplementary Declarations for dispatches. This covers goods leaving Northern Ireland for EU destinations.
What is the arrival threshold?
The Intrastat arrival threshold is £500,000 per calendar year. If your total value of goods arriving (imported) from EU member states exceeds this amount, you must submit monthly Intrastat Supplementary Declarations for arrivals. This covers goods entering Northern Ireland from EU origins.
What happens when I exceed a threshold?
Once you exceed either threshold during a calendar year, you must begin submitting monthly Intrastat Supplementary Declarations to HMRC. You must continue filing for the remainder of the current year and the whole of the following year. Declarations are due by the 21st of the month following the reference period.
What are my reporting obligations?
Intrastat declarations must include: commodity codes, country of dispatch/destination, value of goods in sterling, net mass in kilograms, supplementary units where applicable, nature of transaction, and delivery terms. You can submit online via HMRC's Intrastat system or use approved third-party software.
Are there penalties for non-compliance?
Yes. Failure to submit Intrastat declarations on time can result in penalties from HMRC. You may receive reminder letters initially, followed by formal warnings and ultimately financial penalties. Persistent non-compliance can lead to civil penalties of up to £2,500 for each failure to provide the required information.
