Understanding UAE employer obligations
What are employer obligations in the UAE?
UAE employers are required to provide employment visas for expatriate workers, mandatory health insurance (in Abu Dhabi and Dubai), pay salaries via the Wage Protection System (WPS), and contribute to GPSSA pension for UAE and GCC national employees. Employers must also provide end-of-service gratuity, annual leave, and comply with MOHRE labour regulations.
Is GPSSA mandatory?
The General Pension and Social Security Authority (GPSSA) pension is mandatory for UAE and GCC national employees only. Employers contribute 12.5% and employees contribute 5% of the basic salary (capped at AED 70,000/month). In Abu Dhabi, there is an additional government contribution of 2.5%. Expatriate employees are not covered by GPSSA but are entitled to end-of-service gratuity.
What are the health insurance requirements?
Health insurance is mandatory for all employees in Abu Dhabi and Dubai. Employers must provide a minimum level of health insurance coverage. In Dubai, the Dubai Health Authority (DHA) mandates essential benefits plans. In Abu Dhabi, the Health Authority Abu Dhabi (HAAD) sets requirements. Other emirates are progressively adopting similar mandates. Costs vary based on the level of coverage, age, and number of dependents.
